In 2009, the Health Information Technology for Economic and Clinical Health (HITECH) act was created (as part of the American Recovery and Reinvestment Act) to stimulate the migration of medical records from a paper model to an electronic one. HITECH includes Meaningful Use (MU), which are guidelines to encourage and enforce the use of electronic health records (EHRs) by doctors, clinics, hospitals, and care delivery systems throughout the country.
